After 9/11 George W. Bush spoke about a “War on Terror” and threatened that:
We will make no distinction between the terrorists who committed these acts and those who harbor them.
At this time the Taliban in Afghanistan was keeping Osama bin Laden safe, after the United Nations placed sanctioned on Afghanistan to try and convince them to hand him over. This included Afghanistan in the War on Terror, as they where “harboring” a “terrorist.”
